Franklin B. Walter Scholarship All-Scholastic Award Program
The Franklin B. Walter Scholarship All-Scholastic Award Program was established by the Ohio Educational Service Center Association (OESCA) to promote student achievement and recognize exceptional academic accomplishments.
Named in honor of Dr. Franklin B. Walter, who served as Ohio’s State Superintendent of Public Instruction from 1977 to 1991, this prestigious award celebrates students who exemplify academic excellence, leadership, and service to their schools and communities.
About Dr. Franklin B. Walter
Throughout his distinguished career, Dr. Walter was a tireless advocate for education and youth. He worked with three Ohio governors and made lasting contributions to public education across the state. Dr. Walter earned national respect for his integrity, leadership, and unwavering commitment to educational improvement. He passed away on September 15, 2010, at the age of 80, leaving behind a legacy that continues to inspire.
Award Criteria
Each year, one outstanding high school senior from each of Ohio’s 88 counties is selected for the Franklin B. Walter All-Scholastic Award. Recipients are chosen based on:

Exceptional academic performance

High achievement on standardized tests

Success both in and outside the classroom
These awardees represent some of Ohio's most dedicated and high-achieving students.
Franklin B. Walter Scholarship Donations
The Western Buckeye ESC proudly supports this initiative by awarding scholarships to county winners from Paulding and Van Wert Counties:

$500 Scholarship: Awarded to the winner from each county.

$100 Scholarship: Awarded to the two remaining district representatives from each county.
